I tried that card in my CBT blue deck. It was terrible. You want to play 1 drop when you hit 1 mana. Your opponent will want to do the same. If he is on play he will simply destroy your creature. If not you are forced to play defensively, even on the play. So you are giving away your advantage gained from playing first. Nothing can justify that card. The only way for this card to be good is if it had rusher or 1/1. IF it had 1/1 it would be way too good, and all blue players would only play this as 1st drop. Rusher would make it a good late game card, since for 4 mana you would draw a card and play a chumpblocker.

Personally I say a worse version of Philosopher.
As WSzP said, first turn creatures fight first turn creatures, and this one does not make any impact. It just dies.
If it was 1/1 instead of 0/1, would be much stronger.

I used it for late game when both players are running out of cards and sometimes it proved to be of good use bringing me some extra cards but sometimes it proved to be just mana holder

3 is a lot of mana. o_o
If it costed 2 it will be good. Or even 1, as he is easy to kill, you will probably don't get that many extra cards.
Of course, you won't never play in the early game, just in the mid/late game.
